To post a review someone has to be signed in to a Google account. Almost everyone with an Android phone or a Gmail address already has one. The card opens the review window of the business profile directly, so there is nothing to search for.

Yes. Asking for an honest review is fine. What Google does not allow: offering a reward in exchange for a review, or only asking happy customers. The card does nothing more than open the review page.

There is a 3M adhesive strip on the back. Clean the surface and press for about ten seconds. Works on a counter, a table and on glass.
